I think that Betsy Ross and Francis Hopkinson made the first flag because in the passage it said “But these receipts prove only that Hopkinson made the first flag for the navy.Based on what we’ve heard today,I think Betsy Ross is more likely to have created the stripes and stars.”The other reason I picked them is because it says”But at least there’s a receipts for the Hopkinson flag.
